Erik Litzenberg
Erik Litzenberg
Erik Litzenberg is the owner and lead consultant for Liderazgo Consulting, which focuses on government, leadership, and team building, and serves as the Fire Chief in Los Alamos, New Mexico. Erik is also a Wildland Fire Advisor for the International Association of Fire Chiefs (IAFC), serving as a primary member and Chair of the National Wildfire Coordinating Group Executive Board.
Erik served the majority of his career in the City of Santa Fe Fire Department, completing his time in the City as Fire Chief and City Manager before returning to the Santa Fe County Fire Department, where his career began. Over 25 years of service, he has also worked for New Mexico State Forestry, served on multiple Incident Management Teams, and, for many years, owned Santa Fe Wildfire, which provided resources for large-scale incident management and response. Erik is the past Chair of the IAFC Wildland Fire Policy Committee and a past principal member of the Wildland Fire Leadership Council.
Erik holds an MPA from the University of New Mexico (UNM), an MS in security studies from the Naval Postgraduate School, and a PhD in sports administration from UNM, where his research focused on organizational culture and leadership, as well as physiology and performance. Erik lives in Santa Fe with his wife and kids and enjoys participating in triathlons as a route to maintain physical and emotional health.
Joan Mooney
Joan Mooney
Hon. Joan M. Mooney is a former U.S. Senate-confirmed federal executive with more than three decades of experience resourcing and advancing public-sector innovation at scale. Most recently, she served in one of the highest leadership roles at the U.S. Department of the Interior (DOI), where she oversaw IT, infrastructure investments, natural resources revenue, sustainability, climate adaptation, public safety, and wildfire mitigation portfolios. As DOI's designated co-chair of the National Wildland Fire Mitigation and Management Commission, she helped advance more than 100 consensus-based, nonpartisan wildfire recommendations that are currently moving through Congress. She also served as the Department's first Chief AI Officer, advocating for the rapid and responsible adoption of advanced technologies to improve risk management, operational performance, and decision-making, including across complex land and fire systems.
Joan also previously served as Assistant Secretary for Congressional and Legislative Affairs at the Department of Veterans Affairs, where she helped double the agency's budget through sustained nonpartisan engagement. Joan has specialized in translating technical, policy, and budget complexities into actionable strategies, working closely with Congress, federal agencies, philanthropy, and the private sector to secure resources and deploy innovations that strengthen wildfire preparedness, response, and long-term resilience.
Dr. Lori Moore-Merrell
Dr. Lori Moore-Merrell
Dr. Lori Moore-Merrell, a prominent figure in the realm of fire safety and emergency response, served as the U.S. Fire Administrator, a role she filled with distinction from October 2021 to January 2025. Under her leadership, the U.S. Fire Administration saw the implementation of groundbreaking initiatives, such as the National Emergency Response Information System (NERIS), which will revolutionized national emergency response analytics by replacing a legacy data system that had been in place for nearly five decades.
Dr. Moore-Merrell's foresight and ability to secure federal government funding have been instrumental in ensuring the successful delivery of high-quality outcomes for this project. As U.S. Fire Administrator, she co-chaired the Commission on Wildfire Mitigation and Management, established by the bi-partisan Infrastructure and Jobs Act, leading to148 wildfire related recommendations being delivered to Congress in 2023. Her tenure is further marked by her role as the visionary creator and chair of the Inaugural World Fire Congress, held in May 2024. This monumental event, orchestrated under the auspices of DHS/FEMA and the U.S. Department of State, brought together top fire officials from across the globe to foster international dialogue and collaboration on fire safety issues.
David Sampson
David Sampson
David A. Sampson is the president and CEO of the American Property Casualty Insurance Association (APCIA). He has been in this role since 2007.
APCIA is the primary national trade association for home, auto, and business insurers, with a legacy dating back 150 years. APCIA members represent companies of all sizes, structures, and regions--in the U.S. and across the globe. APCIA's mission is to advance private competitive insurance markets to protect consumers, businesses, and communities. APCIA supports a strong, state-based regulatory system and proactive U.S. engagement in international regulatory discussions, to facilitate market growth and stability through proactive education, thought leadership, and advocacy.
Sampson has led the industry through some of the most consequential insurance issues of the last decade, including the COVID-19 response, preserving state statutory accounting during once-in-a-generation tax reform, and ensuring that the Dodd-Frank Act recognized the strong consumer protections already provided by state insurance regulators and the guaranty fund system.
As a respected industry voice and proponent of private markets, Sampson is a frequent keynote speaker at industry and business events. In addition, he is a leading spokesperson for the property casualty industry in the media.
Sampson also is the president of the Independent Statistical Service, Inc. (ISS), a wholly owned subsidiary of APCIA and one of the industry's largest and most trusted statistical agents. He serves on the Board of Directors of the Insurance Institute for Highway Safety as well as on the Biden-Harris Administration's Wildland Fire Mitigation and Management Commission. In 2024, P&C Specialist named David one of the top 25 “Most Influential People in the Commercial Lines Industry.”
Before joining the industry, Sampson served in the George W. Bush Administration in two presidential-appointed and Senate-confirmed positions. From 2005 to 2007, he served as the Deputy Secretary of the U.S. Department of Commerce and was a member of President Bush's Management Council.
Previously, Sampson served in the Governor George W. Bush Administration as Chair of the Texas Council on Workforce and Economic Competitiveness and Vice Chair of the Texas Strategic Economic Development Planning Commission. He also led the Arlington, Texas Chamber of Commerce as the President and CEO.
Sampson graduated from Lipscomb University, where he serves as a distinguished professor of public policy. He earned his doctorate at Abilene Christian University. He completed the Program for Senior Executives at Harvard University's John F. Kennedy School of Government in 1999. He and his wife Karen have two grown sons. Sampson serves on the vestry of St. Paul’s Episcopal Church in Gainesville, Texas and is an executive committee member of the Traditional Cowboy Arts Association.

AWR Research, a fiscally sponsored project of the 501c3 Resources Legacy Fund, provides public education regarding the mission and recommendations of the Commission, as well as nonpartisan research, analysis, and public education on additional policy solutions to America’s worsening wildland fire crisis. AWR Action, a fiscally sponsored project of the 501c4 Fund for a Better Future, advocates for wildfire policy reforms through coalition building, strategic communications, and engagement with decisionmakers.
