Improved Wildfire Response

Includes improvements to the coordination of response to, and management of, wildfires, and firefighter training. Includes aviation resources, contracting, and systems.

The action of responding to and managing wildfire is a critical component of the nation’s fire system. Wildfire response is provided by a complicated patchwork of entities at the local, state, and national levels. Land management agencies, emergency responders, and private contractors all work together to suppress unwanted fire and safely manage fire appropriately when it can reduce risk. Importantly, the Commission felt strongly that participation from all levels of government as well as Tribal and territorial partners was an essential part of effective wildfire response. Commission recommendations will improve how responders work together (R47-R49) and are ordered and reimbursed (R50-R53). The Commission also made recommendations related to how responders are trained and qualified (R54-R56). Finally, the Commission recommended improvements and expansion of collaborative planning in advance of wildfire to support shared decision-making and better outcomes during fire response (R57-R59).

“As wildfires grow larger, more complex, and all too frequently burn into and through the built environment, there is an increased need to improve frameworks for coordinating fire responders. …as the complexity of the problem grows, greater integration of those responders, as well as other emergency managers and partners, is needed.” p. 106
